Jayaseelan Shanmugam is a seasoned Payments Platform Architect with over 20 years of experience in fintech product development and payments technology. Currently serving as Principal Software Engineer at PayPal Inc. since 2010, he leads the architectural governance and strategic design of PayPal's global payments infrastructure, managing over 700 services and components while guiding 800+ engineers across multiple payment domains.
At PayPal, Jayaseelan has spearheaded transformative initiatives including the Everett Data Hub (processing 4,000+ events per second), the Elevate Payments Partnership supporting $270B+ in domestic card payment volume, and PayPal's geo-enablement for China market expansion. His expertise spans vault systems, transaction processing, stored value, tokenization, and cloud modernization strategies.
Prior to PayPal, Jayaseelan held technical architect roles at Oracle Financial Services (2005-2010), where he architected SOA-based financial platforms and led global implementations, and at Polaris Software Lab (2002-2005), where he modernized Allianz's Global Program System and achieved 60% performance improvements.
Jayaseelan holds an MBA from the University of Texas, Permian Basin (2022, 4.0 GPA) and a Bachelor of Civil Engineering from Madras University (1997).
